The Lower Colorado River Authority (LCRA) has named Rudy D. Garza as its 12th general manager. Garza, a Texas native with more than 30 years of utility leadership experience, currently serves as president and CEO of CPS Energy, the nation’s largest municipally-owned electric and natural gas utility. He will officially assume the role on July 20, filling the position that has been vacant since former GM Phil Wilson’s resignation in March. LCRA Board Chair Stephen F. Cooper praised Garza as a proven leader who will help develop new water resources and expand the authority’s power portfolio to meet Texas’s growing demands.
Garza previously worked as assistant city manager of business support services and director of intergovernmental relations for the city of Corpus Christi before joining CPS Energy in 2012. He succeeds acting General Manager and Chief Financial Officer Jim Travis. The LCRA manages water resources for the Lower Colorado River Basin, including the Highland Lakes, supplying water to more than 1.4 million Texans. It also generates and transmits power to over 30 retail utilities across the state and operates more than 40 parks along the Colorado River.
