Early voting begins Monday for the constitutional amendment election. There are 11 amendment propositions and five special election propositions specific to Travis County on the ballot.
"I think it will take people a couple of days to warm up to the idea 'Oh this is the time that we come out and vote for Constitutional Amendments,'" said Travis County Clerk, Dana DeBeauvoir.
The propositions range from education to taxes and economy. Among the propositions, Proposition 4 would allocate for state funds to public universities. The money would go toward creating seven more top tier research universities. Currently there are just seven statewide.
Proposition 11 would limit the authority for eminent domain.
The special election propositions affect tax rates for parts of Travis County including Rollingwood, Village of the Hills and Lake Travis ISD as well as the Travis County Emergency Service District, #11.
The ballot does not carry a vote for an elected official. This is strictly a constitutional amendment election.
That usually means lower turnout, but elections officials believe that turnout will hold steady during early voting.
"I think we'll see a very good turnout. It's so much more convenient to vote early," said DeBeauvoir.
Twelve permanent early voting places will run from October 19th - October 30th. However, the Travis County Clerk’s office is facing budget cutbacks.
"We're trying to be responsible for our budget, with our budget dollars this year. We do have a lot of elections to get through in this budget year before we're finished so we're trying to conserve our dollars up front so that we have plenty to go," said DeBeauvoir.
It is forced to close some early voting polling places this election.
"I don't think voters will notice very much, but I would encourage you to double check before you go out. Some of the places that you might have been accustomed to might have been changed, but I think for the larger turnout areas you're going to find they're the same," said DeBeauvoir.
The office says it will operate mobile polling places for parts of town that won't have a permanent location.
"Our mobile voting program (will) travel around and pick up some of those areas that we are not using for permanent this time, but mobile voting is only usually for one day so you kind of have to watch the schedule for that," said DeBeauvoir.
Early voting runs for two weeks. Election Day is November 3rd.
