From the Lower Colorado River Authority:

As of this afternoon, there is one public boat ramp open on Lake Travis and one public boat ramp open on Lake Buchanan. Mansfield Dam Park is open on Lake Travis and White Bluff Park is open on Lake Buchanan. All public boat ramps on the other Highland Lakes remain open.

Please note that LCRA does not close all boat ramps. The entity in charge of the facility decides when and whether to close a ramp. You can find out which entity is in charge of a particular ramp by checking here:

It’s also important to know these are public boat ramps. Marinas remain open.

As of today, Lake Travis is 51 percent full. It is at 643.8 feet above mean sea level, about 25 feet below its July average.

Lake Buchanan is 56 percent full. It is just above 1000 feet above mean sea level, about 13.5 feet below its July average.

Historical information on lake levels is posted here: http://www.lcra.org/water/conditions/historical.html
