A court affidavit shows Joel Manjarris was driving a 1997 SeaRay near mile marker 7 on Lake Travis when rangers with the Lower Colorado River Authority   stopped him for a boat inspection.

Rangers said Manjarris had bloodshot eyes, slurred speech, was staggering and had a strong odor of alcohol, according to a court affidavit.

The court affidavit states that Manjarris refused all field sobriety tests.

Two open bottles of wine and a bottle of Jim Beam were found on the boat, the affidavit states.

Rangers said Manjarris admitted to drinking alcohol but would not say how much.
